Pour cette ultime \u00e9mission de l\u2019ann\u00e9e 2022, Eco d\u2019ici, Eco d\u2019ailleurs revient\u00a0sur quelques grandes th\u00e9matiques de cette ann\u00e9e \u00e9conomique plus que mouvement\u00e9e, et donne la parole \u00e0 certains de nos invit\u00e9s les plus marquants comme l’\u00e9conomiste am\u00e9ricain Jeremy Rifkin ou le financier ivoirien Stanislas Zeze, patron de Bloomfield Investment Corporation.<\/h6>\n

Avant cela, et dans la premi\u00e8re partie de l’\u00e9mission, nous ouvrons notre micro\u00a0\u00e0 l’un des acteurs majeurs de l’industrie bancaire en Afrique.\u00a0Mustafa\u00a0Rawji<\/a><\/strong>\u00a0est le\u00a0directeur g\u00e9n\u00e9ral de\u00a0Rawbank,\u00a0premi\u00e8re banque\u00a0priv\u00e9e\u00a0de RDC\u00a0cr\u00e9\u00e9e\u00a0en 2002 et dont le si\u00e8ge social\u00a0se situe\u00a0\u00e0 Kinshasa. Ce descendant d\u2019une famille indienne install\u00e9e depuis plus d\u2019un si\u00e8cle en Afrique d\u00e9taille\u00a0sa vision de la finance\u00a0sur le continent,\u00a0des services \u00e0 offrir \u00e0 ses clients et aux entreprises\u00a0malgr\u00e9 les difficult\u00e9s inh\u00e9rentes \u00e0 la\u00a0R\u00e9publique d\u00e9mocratique du Congo.<\/p>\n

RFI\u00a0: Quelles sont les perspectives de d\u00e9veloppement pour\u00a0votre banque\u00a0qui progresse\u00a0dans le classement des champions de la finance africaine publi\u00e9es par le magazine Jeune Afrique\u00a0?\u00a0<\/strong><\/p><\/blockquote>\n

Mustafa\u00a0Rawji\u00a0: Les\u00a0perspectives\u00a0de d\u00e9veloppement sont tr\u00e8s positives actuellement et sur plusieurs secteurs d’activit\u00e9 en RDC. Nous sommes la plus grande banque\u00a0du pays avec\u00a030% de parts\u00a0de march\u00e9 et\u00a0nous sommes extr\u00eamement optimistes sur ce que l’avenir va apporter.<\/p>\n

M\u00eame si la concurrence avec\u00a0Equity\u00a0par exemple est f\u00e9roce.\u00a0<\/strong><\/p><\/blockquote>\n

La concurrence existe\u00a0et je pense que nous ne\u00a0vivons pas dans un monde utopique o\u00f9\u00a0il n’y\u00a0aura aucune concurrence.\u00a0Je salue\u00a0m\u00eame\u00a0l’arriv\u00e9e de diff\u00e9rents concurrents sur notre march\u00e9 parce que je crois tr\u00e8s fermement que plus\u00a0il y a\u00a0de concurrence, plus le march\u00e9\u00a0lui-m\u00eame s’\u00e9largit.\u00a0Nous sommes dans un pays\u00a0avec\u00a0une culture\u00a0financi\u00e8re\u00a0assez faible. Plus des banquiers existent, plus la culture financi\u00e8re s’int\u00e8gre,\u00a0plus ces opportunit\u00e9s\u00a0se cr\u00e9ent.<\/p>\n

Quand les banques occidentales pensent plut\u00f4t \u00e0 quitter le\u00a0continent africain,\u00a0y\u00a0voyez-vous\u00a0une opportunit\u00e9 pour construire des champions de de la finance africaine ?\u00a0<\/strong><\/p><\/blockquote>\n

Absolument, nous pensons que c’est une excellente opportunit\u00e9, une place ouverte\u00a0pour\u00a0am\u00e9liorer, innover et plus ou moins remplacer les services financiers qu’ils \u00e9taient habitu\u00e9s \u00e0 offrir en RDC. Je pense que nous, parmi d’autres banques,\u00a0avons\u00a0cette opportunit\u00e9 de devenir des champions\u00a0d\u2019Afrique\u00a0sur le\u00a0plan financier.<\/p>\n

Est-ce un enjeu de souverainet\u00e9\u00a0pour les Africains ?\u00a0<\/strong><\/p><\/blockquote>\n

Enjeu de souverainet\u00e9,\u00a0non. Une souverainet\u00e9 \u00e9conomique si vous voulez. Mais je pense que les banques africaines agissent plus ou moins sur le m\u00eame principe que\u00a0les banques occidentales. Le m\u00e9tier de banquier\u00a0ne change pas\u00a0selon\u00a0qui est\u00a0le\u00a0propri\u00e9taire d’une banque.\u00a0Nous suivons les\u00a0m\u00eames\u00a0r\u00e8gles, la m\u00eame philosophie. Mais l’avantage que nous avons, c’est que nous pouvons\u00a0mieux nous\u00a0adapter\u00a0aux cultures et aux exigences locales. Nous\u00a0sommes\u00a0plus proches\u00a0des\u00a0consommateurs\u00a0par rapport\u00a0aux banques\u00a0europ\u00e9ennes ou\u00a0am\u00e9ricaines.<\/p>\n

Quelles sont vos activit\u00e9s les plus rentables ?\u00a0Les services financiers pour les\u00a0particuliers, pour les entreprises, vos autres activit\u00e9s dans le domaine de l’\u00e9nergie par exemple ?\u00a0\u00a0<\/strong><\/p><\/blockquote>\n

\u00c0\u00a0l\u2019origine, nous sommes\u00a0une banque\u00a0qui sert\u00a0plut\u00f4t les grandes entreprises. 20 ans plus tard, nous voyons que les axes de rentabilit\u00e9 ont vraiment chang\u00e9. Aujourd’hui, la moiti\u00e9 de notre activit\u00e9 est ax\u00e9e sur les\u00a0grandes\u00a0entreprises et l’autre moiti\u00e9\u00a0vise\u00a0\u00e0 soutenir\u00a0les PME et\u00a0les consommateurs, les clients\u00a0retail\u00a0ou les\u00a0particuliers.\u00a0Plus la classe moyenne se d\u00e9veloppe\u00a0dans notre march\u00e9\u00a0en\u00a0RDC,\u00a0plus\u00a0nous devons\u00a0offrir des services innovants.<\/p>\n

Il y a quand m\u00eame une difficult\u00e9. Elargir\u00a0les services financiers, c’est plus compliqu\u00e9 dans un pays o\u00f9 le taux de bancarisation est tr\u00e8s faible, de m\u00eame que le taux de p\u00e9n\u00e9tration d\u2019internet.\u00a0<\/strong><\/p><\/blockquote>\n

Je dirais que la digitalisation\u00a0est\u00a0une opportunit\u00e9. L\u2019acc\u00e8s aux infrastructures digitales peuvent\u00a0repr\u00e9senter un\u00a0certain\u00a0d\u00e9fi\u00a0mais comme vous le constaterez dans des pays o\u00f9 l’infrastructure rurale n’est pas tr\u00e8s bien d\u00e9velopp\u00e9e, les antennes de t\u00e9l\u00e9coms arrivent plus facilement \u00e0 desservir un rayon d’un village ou d’une\u00a0petite ville.\u00a0Le taux\u00a0de p\u00e9n\u00e9tration\u00a0aux services mobiles\u00a0est beaucoup plus fort que ce que les agences bancaires peuvent atteindre. Donc toute la question\u00a0aujourd’hui\u00a0est :\u00a0comment cr\u00e9er des partenariats avec les op\u00e9rateurs t\u00e9l\u00e9coms\u00a0?<\/p>\n

Vous le faites ?\u00a0<\/strong><\/p><\/blockquote>\n

Oui tout \u00e0 fait. Nous sommes en\u00a0pleine discussion avec les op\u00e9rateurs.\u00a0Parce que l’inclusion financi\u00e8re\u00a0est un\u00a0sujet qui int\u00e9resse\u00a0les op\u00e9rateurs t\u00e9l\u00e9coms, les banques, et je dirais m\u00eame l’\u00c9tat. Donc chacun mobilise\u00a0ses\u00a0\u00e9nergies et met\u00a0sur la table\u00a0sa\u00a0force pour cr\u00e9er une\u00a0compl\u00e9mentarit\u00e9 pour mieux atteindre\u00a0ceux qui auront\u00a0besoin d’un service financier.<\/p>\n

Il y a une\u00a0\u00e9tude r\u00e9cente du cabinet Target\u00a0<\/a>qui dit\u00a0que\u00a0la majorit\u00e9 des agences bancaires sont\u00a0situ\u00e9es\u00a0dans les quartiers r\u00e9sidentiels \u00e0 Kinshasa\u00a0plut\u00f4t que dans\u00a0les quartiers populaires\u00a0sans parler\u00a0des campagnes\u00a0ou des zones rurales.\u00a0<\/strong><\/p><\/blockquote>\n

Pour une banque,\u00a0d\u00e9ployer une agence bancaire a\u00a0un certain co\u00fbt. Il faut consid\u00e9rer non seulement les loyers,\u00a0et\u00a0quand les infrastructures ne fonctionnent pas totalement bien, il faut\u00a0des groupes\u00a0\u00e9lectrog\u00e8nes, il faut des moyens logistiques, il\u00a0y a des mesures de s\u00e9curit\u00e9 \u00e0 prendre. Donc je pense que la solution\u00a0sera\u00a0de\u00a0d\u00e9velopper\u00a0un r\u00e9seau d’agences\u00a0mais qui n’est pas totalement g\u00e9r\u00e9 par des banques.\u00a0L’id\u00e9e,\u00a0c’est de cr\u00e9er un partenariat\u00a0avec\u00a0des petits commerces\u00a0qui existent dans tous les quartiers populaires et de cr\u00e9er un r\u00e9seau qui offre\u00a0les services les plus basiques. Avoir\u00a0un\u00a0compte,\u00a0y\u00a0verser de l’argent\u00a0ou\u00a0faire un petit retrait,\u00a0une transaction assez basique sur un terminal de paiement.\u00a0Le consommateur va\u00a0y gagner\u00a0parce que nous constatons que les agences bancaires en RDC sont\u00a0inond\u00e9es de clients. Il faut absolument disperser\u00a0cette base de client\u00e8le pour am\u00e9liorer la qualit\u00e9 de service.\u00a0Les banques ne seront pas capables\u00a0de construire\u00a01.000,\u00a02.000, 5.000\u00a0agences telles que \u00e7a existe peut-\u00eatre en Inde ou en Chine ou dans d’autres pays. Le digital, c’est le seul levier\u00a0pour\u00a0mettre en valeur et capturer ou\u00a0offrir un service correct \u00e0 notre\u00a0client\u00e8le.<\/p>\n

Pour chercher de nouveaux clients, il faut aussi aller chercher du c\u00f4t\u00e9 des femmes. Vous avez parl\u00e9 des services aux entreprises, c’est aussi l’entrepreneuriat f\u00e9minin qu’il faut encourager. Qu’est-ce que vous faites pour elles\u00a0?<\/strong><\/p><\/blockquote>\n

L’entrepreneuriat f\u00e9minin\u00a0est au c\u0153ur\u00a0de la strat\u00e9gie\u00a0PME de la\u00a0Rawbank. Depuis 10 ans,\u00a0nous avons\u00a0un\u00a0programme qui s’appelle Ladies First. Nous avons soutenu, via des formations ou des financements, autour de 2500 femmes entrepreneures qui aujourd’hui ont d\u00e9velopp\u00e9 leurs activit\u00e9s. En tant que\u00a0banquier, c’est le genre de choses qui vous donne le plus de joie. De voir quelqu’un qui commence avec une activit\u00e9\u00a0assez r\u00e9duite en taille et 10 ans apr\u00e8s,\u00a0qui\u00a0a\u00a0une vraie entreprise. Le\u00a0d\u00e9veloppement des\u00a0PME\u00a0est un axe critique pour\u00a0notre banque. Nous avons dans nos objectifs strat\u00e9giques\u00a0pour\u00a02025\u00a0le financement\u00a0de 20.000\u00a0PME en RDC.\u00a0Et donc nous sommes en train de d\u00e9ployer une infrastructure assez massive\u00a0en interne.\u00a0Des formations assez accentu\u00e9es, une campagne de recrutement\u00a0pour\u00a0arriver \u00e0 ce r\u00e9sultat\u00a0en\u00a0d\u00e9cembre 2025.<\/p>\n

Votre banque a aussi des liens tr\u00e8s forts avec la Chine et a mis en place pour les transferts d’argent un service sp\u00e9cialis\u00e9. Pourquoi se lancer avec la Chine en particulier\u00a0?\u00a0<\/strong><\/p><\/blockquote>\n

Vous savez, le\u00a0Congo\u00a0est un melting-pot\u00a0commercial, avec des personnes\u00a0qui viennent de partout dans le monde. Le secteur minier est\u00a0actuellement\u00a0domin\u00e9 par les producteurs\u00a0venus\u00a0de Chine\u00a0et\u00a0qui produisent le cuivre et du cobalt. Nous avons donc\u00a0des citoyens chinois qui viennent travailler en RDC\u00a0et qui, \u00e0 la fin peut-\u00eatre, deviendront m\u00eame des r\u00e9sidents.\u00a0Le produit Visa et Mastercard, c’est un produit\u00a0mon\u00e9tique\u00a0mondial. L’\u00e9quivalent en Chine\u00a0s’appelle Union\u00a0Pay. Nous sommes la premi\u00e8re banque en Afrique \u00e0 le proposer\u00a0sous la marque\u00a0China Express<\/p>\n

L’une des grandes nouveaut\u00e9s de cette fin d’ann\u00e9e 2022, c’est l’interconnexion des march\u00e9s financiers africains. La possibilit\u00e9 d\u2019investir plus facilement dans d’autres pays de la r\u00e9gion ou\u00a0du continent.<\/strong><\/p><\/blockquote>\n

On devrait pouvoir offrir\u00a0ce\u00a0service \u00e0 nos clients.\u00a0Le gouvernement\u00a0congolais est en train de r\u00e9fl\u00e9chir \u00e0\u00a0la\u00a0cr\u00e9ation d\u2019une\u00a0bourse de valeur en RDC. Ce serait\u00a0une premi\u00e8re. Si on arrive \u00e0 le faire, \u00e7a serait\u00a0une magnifique avanc\u00e9e\u00a0dans notre environnement. Des\u00a0entreprises\u00a0pourraient lever des fonds, offrir\u00a0des actions\u00a0dans d’autres pays p\u00e9riph\u00e9riques en Afrique qui pourraient \u00eatre\u00a0int\u00e9ress\u00e9s par\u00a0une participation dans un soci\u00e9t\u00e9 en RDC.<\/p>\n
